Well, we can agree to disagree on this.

In my opinion, Nixon was the worse because he appeared to stand for morality and strict adherence to the law, and when his crimes were uncovered, I'll grant that he did resign, but the damage he did to the institution of the Presidency has not yet been repaired. Indeed, Nixon may have laid the groundwork for Clinton, as the general public may now believe: "If you heard them scheming behind closed doors, you'd realize they're all crooks. Even Nixon--the last person we'd believe it of! So what's the difference what crook we elect?"

The Nixon damage still echoes.
