Dear Paul:

The government in the case proved, to the satisfaction of the judge, that Microsoft was a monopoly and was such for a long time. Microsoft knew this, but did not want to admit it. They claimed a Lions share of the market, ergo they monopolized it. They performed deeds to sustain this monopoly that they knew were illegal. They like all criminals thought they could get away with it. A prudent management would have stopped themselves when they had some competition of stopping the practices that are ok to a non-monopoly when they got close to being one (this is what paranoid people do). But, they did not. They went on too long, and thumbed their nose at the government.

Now they are much less sure that they can get away with it. It looks more bleak. They now whine, complain, and bitch that the government is exceeding what they thought it would do. They have miscalculated so far. Now they have to "Pay the Piper". Just like the criminals that they are.
