Die bank is the inventory of a product in the die form rather than in packaged form. When the new orders come in, they just have to retrieve the die from the die bank, package them, do the final & Qual tests and ship the passed parts to the customer.

Looks like my answer wasn't clear enough. Saying things are at "die bank" means that inventory is being held before packaging as "die".
