You are right. We need to start over in some respects. The school system that we have is the biggest employer in the world and the most intrenched bureaucracy. It would be to disorienting to attempt real change across the whole system. The alternative to changing the whole system at once is charter schools, which have shown some marvelous innovations. Following that choice schools which are typically the ones who have toughed out some "real" change. Vouchers...definitely.

That is sheer ignorance of the collective bargaining system in American schools. Any school that wishes to pay over the minimum can do so, and there is no way to prevent supplementation of minimum pay. Many unions refuse to bargain for "merit pay" because too many administrators use merit pay to reward their pals or school board suck ups. But even so, there are many systems with incentive and merit pay, teaching prizes that pay several thousand a year, and are subject to public competition.
It is fiction that school unions refuse to permit merit pay. How can a union prevent it (except at schools subject to the NLRA). Most state collective bargaining laws forbid unions to bargain over workload (ours in Hawaii forbid bargainings over workloads). Administrators can give sabbaticals, lighter work loads, any thing they wish to their favorites, and do.
