.TCE Negotiates for Marketing Rights of Loch's ELF and VAMMP In Security Markets
PHOENIX--(BUSINESS WIRE)--May 1, 2000--Transcontinental Exchange Inc. (``TCE'') announced today that it is negotiating for marketing rights for law enforcement and security related applications of the ELF and VAMMP technologies developed by Chemical Detection Technology Inc. (``ChemTech''), a Tucson, Ariz.-based subsidiary of Loch Harris Inc. (OTCBB:LOCH - news), according to TCE founder and president Gerald Jones.

``ELF (Eliminate Landmines Forever), now in prototype testing phase, is a landmine and explosive detection system,'' said Jones, ``and VAMMP (VAcuum Multi Constituent Monitor for Plasma), currently in development, is one of a family of intelligent multispectral remote sensing systems developed primarily for real-time monitoring, mapping and identification of chemical constituents in hostile environments.''

``In my opinion,'' Jones said, ``ELF is one of the most significant advances in detection systems for explosives I have seen in my entire law enforcement career.''

Jones, who spent 25 years as special agent for the FBI, said he has monitored the progress of the Loch/ChemTech technologies for some time. He witnessed successful ELF tests in ChemTech's Tucson labs several weeks ago and also in recent tests in Washington, D.C.

Jones sees imminent global potential in marketing a variety of applications to be used by bomb squads, anti-terrorist teams, and airport security personnel with adaptations of the present ELF prototype. ``The automation of both ELF and VAMMP with Loch's proprietary PC93000(e) technology that was announced last week opens up whole new horizons of law enforcement and security applications.''
