I believe the government subsidizes farming is because they think they are "providing for the general welfare" as a basic necessity per the constitution. With any government handout there is some abuse, this included. Often these programs take on a persona of their own in that they end up fighting for their survival long after their usefulness is gone. I'm not sure if this is the case with the farmers.

Now if you are talking about tobacco farmers that's another story. The government may have to up the subsidies to tobacco farmers to lower the price of tobacco to the cigarette companies so they can maintain a profit in the face of the lawsuit payouts...so the States and their Lawyers can continue to get theirs...
Of course, if the government had any cohones they would just ban cigarettes...
