I really should let someone more knowledgeable respond. Your link is Intel's proprietary IXP1200 Network Processor Development Environment. Below is the Tornado product description. Since these are relatively new products, I'm not too sure we will be able to get someone to critique the pros and cons of each solution?

With the explosion of the Internet and connectivity and the plummeting costs of advanced hardware, virtually any application or market could take advantage of an embedded operating system like VxWorks and Tornado Tools for application development.
