LAst night as I read through the documents, I found a sentence that said that the INS had first declared ELian would be returned to Cuba on Jan 19. I would guess that this date was conveyed to Juan-- who accepted it as we all would. It was probably the first of many promises made to him by everyone. No wonder he was making obscene gestures at America. that's a joke. I don't expect anyone to make obscene gestures-unless there is extreme provocation- like being cut off in traffic.
