CARH Opens Office in Nation's Capitol

EL CAJON, Calif., May 2, 2000 (BUSINESS WIRE) -- Composite Automobile Research
Ltd. (OTCBB: CARH) (POH:Frankfurt), through its wholly owned subsidiary World
Transport Authority (WTA), Tuesday announced it has opened an office in
Washington, D.C.

The office direct WTA worldwide sales and marketing, as well as monitor the
company's operations.

The new office is located in downtown Washington DC on 17th Street NW, about two
blocks from the White House. WTA Senior Vice President Joseph W. Parker and WTA
Sales Director Scott Wilkinson staff the office.

When asked why the sales and marketing office was located in Washington, WTA
Senior Vice President Joe Parker replied, "Washington D.C. is the center of mass
for the WTA market. Every country in the world has an embassy here. Every
Private Voluntary Organization (PVO), Non-Governmental Organization (NGO), and
International Governmental Organization (IGO) is represented in Washington.
Every international banking concern, international business, and non-profit
trade organization is here. This combination exists nowhere else in the world.
In short, we want to be where the customers are."

WTA President Lyle Wardrop added, "The Washington office is off to a great
start. They sold their first Master Licenses (for Senegal and Gambia in a
separate news release) before they even opened, and they are in serious final
negotiations for several more. We think this is a great move for the company."

Besides its sales and marketing function, the new WTA Washington office will
have demonstration vehicles, handle international financing referrals, conduct
due diligence, manage development and donor coordination, and function as a
corporate liaison office with IGO, NGO, PVO, and governmental agencies
interested in purchasing WorldStar vehicles. Fleet sales from this last function
will serve to add value to WTA Master License holders, enabling them to increase
sales volume as they open their factories.

The mailing address of the new WTA office is: World Transport Authority, 1050
17th Street N.W., Suite 600, Washington D.C. 20036, and the telephone number is
202/496-1286, and fax 202/466-3226 or 301/934-0979 (direct).
