First, even though it is a foregone conclusion that he will gain the nomination, he is not yet the nominee, and therefore is not officially licensed to speak for the party. Second, in such a circumstance, ordinarily the Senate Majority Leader or Speaker of the House would take the role of interim party leader, or, in the alternative, the chairman of the Republican national committee would be spokesman.......
