Jon,
hard to tell not watching stock closely but from scenario you described I would venture to suggest that SLKC switched to ask side in order to stabilize stock. VGIN is extremely thinly traded one and straight buying could run it up beyond price limits client would be willing to accept.
Just one of possible ways to read it...
