That is something that seems true to me. It also seems likely to me that the tactics used by the Administration were unnecessary and wrong. I consider anyone fleeing a communist country to have a well- founded fear of persecution, given the nature of totalitarian regimes, but I do not know if it rises to a sufficient level to meet the test. In run of the mill dictatorships, one can usually avoid persecution by staying out of politics. In a communist country, one can be jailed for grumbling to friends. Still, Elian is six, and the danger is not immediate. Anyway, I am not going to blame the Miami relatives for trying to keep them here, any more than I would blame Juan for wanting him back. In either of their shoes, I would probably play from a similar script.....
