28 countries in all; leaving aside Andorra, SanMarino and VC, I found it remarkable that Luxembourg, the Netherlands, Poland and Czech Republic are open to US roamers when TESAM has not announced start of service there...indeed has no local office or announced local distributors according to

Similarly, Vod has made no announcements about service in UK or Greece, although the latter has been said to be in billable service for some time...

If it's any comfort, so has everybody else. It addresses a market niche, not the mass market of teenagers hanging out in the mall. There are enough potential subscribers to profitably support one worldwide service if the pricing, distribution and marketing gets straightened out.

3G systems will have a smaller and spottier global foot print than conventional voice systems. Using 3G as an excuse only lays bare the real political motivation of the EU. Satellite phone systems are an American inititive. The EU wants to trade a satellite phone frequency agreement for an UMTS frequency agreement. Its a bargaining position.
