LRR, I guess I was just trying to portray how much money is going to be spent regardless of which way the cookie crumbles. Difficult situations always seem to have difficult solutions. I do know something about alcohol abuse though. A very large percentage of the people abusing alcohol, that live long enough to get into treatment,(which excludes the skid row winos) were once financially stable people, not necessarily rich, but with some liquid assets and insurance coverage, which helps a bit on the outlay of government funds. There are those that are indigent and receive assistance, usually on the county level, but they are in such shape, that they do not last long unless they make a commitment to changing their life style, which does not happen often enough. Also IMO,whatever is done, will cost money from somewhere, and I doubt it will rain upon us like manna. There was a time, not too long ago, that drunks and junkies got no assistance at all. The attitude was that they had made their bed so, they had to lay in it. That is not the answer either. As has been my comment too often lately, "'Tis a puzzlement!!" ~H~
