Solution? To what specifically? If you are taking a stand to fight in the War on Drugs, then you are proclaiming the illegal use of drugs as the enemy. If you are taking the typical wishy washy position of a libertarian then you are defining it as a personal choice and the the onus of whether or not intervention is provided is on the drug user. In either case, once the decision has been made the responsibility for the success or failure of the intervention falls back on the user. If you are lolly gagging around soaking up rehab monies as a way of life you are violating the intent of the program(s). I see no reason that we can't assess this and deal with it appropriately.
