Shortages at Intel is due to the 0.18 submicron technology. The thickness of gate oxide was not optimized. Thus the high speed devices have not yeilded much. Since Intel is supplying motherboards to DELL and Gateway; all the allocation is gone. However, Craig Barret whom I knew when talking to Andy Grove in 1972, says in Electronic News, May 1, 2000 issue, that they will farm out to fabs, the second half of this year it will be adequate in microprocessor supplies.
