I believe, they delayed higher MHz Celerons to improve their Q2 ASPs. Their PIII bin splits seemed to have improved up to 850MHz and they may not be having as many excessive PIII600 and 650s as they used to. They don't like to see these higher MHz Celerons cannibalizing PIIIs in these speed ranges.

I think you have stated it well. I do think that first option is possible but NOT probable. Intel right now does not seem to be in a position to worry about performance issues. There are too many other bigger problems.
