The "war" as pointed out earlier carries complexities similar to amendment 18. It is an attempt by big government to remedy a destructive and endemic societal influence. The premise is that big government can apply a politically hygienic approach to a problem that citizens personally do not want to get their hands dirty with. The benefit to society (if the war was effective) is the elimination of the destructive influences. The benefit to big government is a political win. The premise is faulty since we, the members of society, are an active ingredient in the drug culture.
