The quick answer is , yes, you can expect a fill in under 2 seconds with any decent direct access broker. The reality is, you can only get the inside price on very liquid stocks or a stock that is not moving too fast, or if you are trading with the flow of the market (selling into a rising stock price). The speed of the execution system (Cyber, RealTic, Attain) is the least of a traders problems these days. It's all about liquidity.
