Ken, I think NT has been outsourcing a lot of business. Just look at that announcement of the sale of a unit to STM today. They have been selling in the past and setting up new supply agreements with the buyers such as STM. I think they did the same thing with Solectron a little while back.
I have also heard Roth say that they have been outsourcing wherever possible. (even JDSU is outsourcing now)

With a new optical unit, it sets up the possibility of a spin off down the road. Right now, that unit is just for internal (as i understand it) use but it sets up the possibility of selling to external customers down the road. Part of that could involve a tracking stock or spin off --which could then consolodate with other component makers etc...
As I understand it, the trend is to outsource to component makers like JDSU. If that continues, NT wants to benefit from buying externally and setting spinning off a unit that will get a high valuation---which would also be able to sell to competitors (with less politics involved).

I guess NT wants to realize the value of its optical unit down at some point down the road.

I guess they learned something from BCE.<g>

IMHO, NT is one of the best stocks to own for the coming 12 months--certainly one of my top holdings.
