Nope. Usually it's a conflict between 2 paying customers, and the manager won't want to offend either one. This is why policies come into being, and why we have smoking and non-smoking areas, etc. Who wants to spend their time resolving this stuff case by case?

BTW, a lot of these "rights" issues could be resolved by common courtesy, and an honest attempt to find a solution acceptable to both....
