You may have to check under:

Double click My Computer, Control Panel, Add Removed Programs, Windows Setup, then look at the options.

why not just go to file manager (start, find, files or folders) and type in the word 'fax'...

see what turns up

I too run W98SE. No fax available with W98 per my inquiry to tech support. They suggested downloading from several freeware sites.
