This seems to me a deficiency in Island's software

No, it is a lack of knowledge of the product.
Or it is a restriction imposed by one's software.
What you describe is only for IOC (immed. or cancel) orders.
Many times people refer (incorrectly)to these as Fill or Kill orders.
An IOC order says give all you got at this price then
cancel. The software is doing exactly as it is told and not
deficient in some way. Ask your broker if the software can
place non IOC limit orders. For clarification, Fill or kill
is just like an IOC order except it is all or none and does
not exist on Island.
