I would say Castro's regime was more oppressive, but I have not done sufficient research about Batista to say this with great confidence. Partially it depends on what you consider oppressive. I think Batista was a bit less totalitarian. If you where his enemy you were in trouble (like in all dictatorships), and I understand he was corrupt, but but I don't think he tried to control as much of the Cuban peoples' lives as Castro.
