Germans do tend to strong attitude regarding their Kultur .. i know some here and in M‚x ... even two generations after emigration they regard themselves as quite german ... perhaps they pre-selected themselves for this tendency in chosing countries other than the US 'melting pot', where roots are not shorn to quite the degree as in your society. Thinking of a couple of german individuals i know, i think they might take 'german-ness' into account in this case, to some degree. Which would be wrong, imho.

Yes, it's quite straight-forward, the Cooke case - the mother abandoned the children, so custody goes to the father ... should be automatic and quick ... i'll bet, though, that a good part of the reason for what happened lies in the nature of the structure of the german legal system, and in the nature of bureaucracies in general, tending as they do to inertia ... also, it does seem like the father didn't get right on the case intensely enough at the start ... from that one article, he did come across to me as a bit limp ... but certainly he should have had some backup from his elected representatives.
