Dear Don: Well, as I understood the article it is about CSCO buying companies at inflated prices rather than develop R&D internally etc etc.

The question is whether Cisco can save money by paying inflated prices for a technology instead of having to spend the money to develop it themselves, including all the "rat hole" money that ends up developing nothing of value. If they can, and also are able to get the technology when they need it, then their actions are prudent.
