You're right. If anything bad happens to anyone, then someone (preferably someone with deep pockets) is to blame. But you've only begun to dig out the incompetence and venality. Who made the equipment that those defective chips were produced on? Applied Materials. Who made the lithography component in Applied's equipment? ASM Lithography. Who made the lasers in ASM's equipment? Cymer did, and they let this happen just to save a few bucks. Sue them all.
