"I can share
a story from the waning days of the Tokyo bull
market in 1989 that may shed some light on the situation. As the fundamentals began to
deteriorate in late 1989, often I would call Japan and check in to see how my short
position was doing (I was short Tokyo throughout 1989). The news would be bad, and the
situation would be dire, and the market would be going up.

My broker there explained to me that what we were seeing was a "f***-it" rally. As he
explained it, the thought process was this: The news is bad, the situation is dire, might as
well just say, "f*** it, let's buy 'em." It appears to me we've seen situations like this a
few times recently, and maybe we will see more prospectively when the powers that be
deem it essential to make the tape look good, no matter what is happening. "
