Easy. Are not the security settings of Internet Explorer accessible to the user? Even if you lock down registry access, the ubiquitous desktop support person and the sheer number of opportunities for breach ( many for each desktop PC ) militate against achieving a secure environment.

You mention Unix. A key difference between Unix and Windows environments is that many Windows applications rely on excessive level of local system access to function, as they are written to the Windows 95/98 environment. This is still another aspect of the crippled-legacy issue with Windows, just like the standalone no-security model in embedded Basic that dates back to the 80s.

Another major difference is from the field of social engineering: users in Windows environments expect to have dangerous levels of access to their system settings. MS feeds on this attitude right down to placing an icon on the desktop entitled "My Computer". Ask any help desk person how often they hear the question "What did *YOU* do to *MY* pc?". Of course, this is good for MS sales, but bad for customer security.

Inevitably, IT areas are worn down by the combination of constant whining and finicky applications that can't be made to work unless you open the barn door and put on a blindfold.

You now have moved on from blaming users to blaming ISPs. I suppose next you'll tell us that the phone company is responsible for obscene phone calls and annoying telemarketers.
