The difference, and why Greenspan was opposed to the risky Clinton-AlGore regime scheme, is that Clinton-AlGore wanted the investment to be government-directed. You can see the attraction for Clinton-AlGore - it would expand government power and intrusion into the markets while providing them with another lever that would be used to reward political donors and punish opponents.

The Bush plan would parallel the current plan that Federal workers have, allowing the people to direct some of the investment. It will be very interesting to see AlGore try - and he already is - to convince the stupid that the Bush plan is the risky path.
