Bush doesn't need to DO everything,
I agree here, I think one of the weaknesses of Jimmy Carter was that he tried to micro-manage the departments. I disagree that Bush provides leadership. He seems to be a good looking front for a group agenda from the RNC. He never answers questions about the details of these plans of his, it's pretty obvious that he doesn't know the details because they weren't his plans in the first place. His ambition is to occupy the White House while the party bosses spoon feed him policy.
