I can understand why that story would be a "World Net Exclusive." It simultaneously accuses the U. S. government of lowering oil prices and then raising them, all for devious and misguided purposes.

The US simply no longer has anything like enough oil that can be recovered by conventional drilling. Let prices get up to $50 a barrel, I understand, and other sources become feasible--conversion from coal and from gas. And oil shale, though mining and retorting that would produce literal mountains of waste.
