tough to figure exactly what the buyback means. here is a cnet article that says the 1 billion dollar plan is in addition to what has already taken place:

"The networking company also announced that it replaced its stock
repurchase program with a plan that allows a share buyback of up to $1
billion. This new program is in addition to the $919.3 million the company
already has spent since June 1998 in buying back its shares."

and this from yesterday's business wire article ( #reply-13635791 ) ...

"This new
program replaces previous authorizations totaling 45 million shares
between June 1998 and September 1999."
