Since this is the Cisco thread, I would prefer it if you would tell me why Cisco does not treat payroll taxes on exercised stock options as an expense in computing profit from operations?

Because GAAP doesn't require it and it is not standard practice at any major company that I know of, especially of its competitors. Therefore doing so would be confusing and make it more difficult to compare Cisco's earnings to that of its competitors.

If you want to see that requirement adopted then stop whining and lobby the FASB.
