Handson- without knowing for sure, those numbers are probably for market orders. I actually can't remember the last time I used a market order. If you don't have a fill in 60 seconds on a market order, the commission you save will probably be nothing compared to the bad price you're going to get. Of course, a limit order cannot be counted on to fill within any time frame. I'm actually never even surprised to see my limit buy order at the ask take a minute or two, and sometimes the market just moves past me before I get filled. But that's better than the order sitting around while the market maker moves the price up on me.
