I still don't understand. The data is available, and it's mostly free. Any broker you work with now will give free real time information. If you're a trader that trades heavily, you can get even more information real time and free. The marketplace seems to be doing ok in this regard. What data are you trying to get that you can't? Why get the government involved any more than preventing outright fraud? (I suspect the delayed quotes were more to protect the providers of data from liability in cases of mistakes. 15-20 minutes gives the provider time to correct an error.)
