You confuse the internet with the earlier arpanet. The differences are procedural and not technical. It was Al Gore who sponsored the legislation which changed the funding and restrictions to allow commercial use of what was until that time a limited curiosity.

This is the strength of Al Gore. He understands when a government policy can be used for the national good. That's a lot different from the anarchic proposals to shut the national government down and let the individual states bicker among themselves.
