willcousa, RE: Exchanges are in effect granted a government franchise.

No way. A company chooses which exchange will get its listing based upon active competition. New exchanges are now starting all the time. In fact, it is very easy to start a new exchange. And companies switch exchanges all the time. The NYSE is even being forced to drop a very restrictive clause that keeps companies on its exchange, solely for competitive reasons.

It is this competitive environment that has allowed new exchanges such as Instinet and Archipelago to flourish in very short order.
