I'd guess "scam dogs" is John E's invention.

Doing a full-text search of SI, you can find posts where the words scam and dog appear in the same message, but they never appear together, as a unique phrase.

I think it looks like it could be useful, as defined by John E. Sometimes, especially at an early stage of research, we don't know whether a stock is a scam or merely hyped up to a ridiculous valuation. His definition is appropriate for such a case.

Whether you'll see the phrase appearing in print much, in connection with a specific company, might depend on the point Jeff raised: whether doing so would invite litigation.

I prefer the practice of setting forth the facts about a scam dog, without actually calling it such a thing, and letting the reader draw her/his own conclusion.
