Well, ARCA is an ECN. ECNs don't trade on their own account. What you saw was the result of an individual trader or traders repeatedly entering and cancelling orders. Why they did it is anybody's guess. Maybe they were testing the speed of their quote feed. :)

I have seen such "on again, off again" orders on ARCA. One thing it does it to increment the "BEST" counter that some platforms, such as RealTick, provide. I've no clue as to the motivation.
