Japan's Ministry of Posts and Telecommunications is full of former NTT men in Japan's revolving door government. I've heard that the Ministry head used to be an executive of NTT DoCoMo. So don't they run the risk of not getting a license if the don't go for the W-CDMA favored by NTT and the Ministry? It is a beauty contest after all, reasons to delay issuing the license or reject the application could be found.
The safe thing for them to do to propose W-CDMA in their application.

ETSI is going to make W-CDMA happen in Europe. When a carrier has no other choice and they've spent 5 billion for a spectrum license, they'll make it work. If it takes longer than planned and costs more, so what? None of the other licensees will be permitted to use a different technology and get a jump on you by using something they could deploy faster or cheaper. You're all in the same boat and safe from competing technologies inside the European market. Once you get it working there, you can use that safe market as a springboard to attack other markets where technologies compete.

Excuse me? Did you graduate high school? I cannot believe SI would put this garbage on its front page. You have no clue. The line I especially like of yours is this:
