I do NOT say you are obligated- but I do say that if you pick and choose who you aid, the your "moral" basis for making those choices will be more suspect than if you aid everyone who needs aid.

IMO a country being attacked by an aggressor needs international aid- and all countries should get that aid irregardless of politics, or strategic interest.

Lord knows, I wouldn't want to live in a society where people felt obligated to help me if I needed it. I'm not defending Marxism, but this is a pretty innocuous statement, and I am sure you would find many Christian preachers who have expounded on whether we are our brothers' keepers, and said similar things.
