It COMPLETELY depends on the living arrangements. Little Hans was meant to be a parallel to Elian- so we try to deal with it as a parallel. Now as Rambi so eloquently stated- you want to change the question and tweak the facts.

Ok SO BE IT- but you ARE changing the facts. Just so you know we know you are doing that.

I (and I am sure Rambi) would need to know what relative is going to be taking Little Hans in West Germany. Is this relative someone the child knows, is the child closer to that relative than to dad back in East Germany? Did the mother have full custody? Was the father a custodial parent too? Parents who are custodial parents deserve to have their rights respected to their children. That is the only way to preserve American parents' rights internationally. No one is going to want to respect our rights to OUR children if we don't respect the rights of parents in other countries. And I also don't have your sense of self righteous anger- that would allow me to strip a parent of their child - when they WANT that child. There are so many parents who don't want their children that I applaud all parents everywhere who want the ones they have.

I'm sorry you can't understand that. It seems pretty simple to me.
