Wincorp Barred by SEC From Raising, Lending Funds, Star Says


Manila, May 13 (Bloomberg) -- The Philippine Securities and Exchange Commission has ordered Westmont Investment Corp., an investment house with previous links to Former Finance Secretary Edgardo Espiritu and his family, to stop gathering funds and making loans, the Philippine Star reported, citing an order by the regulatory body. Wincorp, as the company is known, arranged 7 billion pesos ($169 million) worth of loans to 20 companies mostly owned and managed by Espiritu's associates. The investment house raised the funds from 1,000 individuals to whom it sold unregistered securities, it said.

Wincorp, which is being probed by the SEC and the central bank for possible rule violations, suffered a liquidity squeeze in March because of investor withdrawals after it lost a credit line from the Philippine unit of Singapore's United Overseas Bank Ltd.
