I don't think it was singular in the terror it created. Many other regimes have been horribly abusive and terrible.
Stalin and Mao killed more, and Pol Pot killed a larger percentage. I do think however it probably doesn't serve to good of purpose to get in to a big argument about which oppressive government is worse. Just condemn them all.
Also I do think that you have some point about comparisions to the nazis being made too often when the governments and their actions are not any where close to being like the nazis, but Jim S is right that law enforcement in the US is too often using SWAT and paramilitary tactics where they are really not called for.
