However, going from .28 to .24 Micron, does not really involve new process steps, the same tools are used (at least in most systems), thus I would not expect to see an impact on yields from this transition.

I wanted to ask Dr. Harari this exact question, but we ran out of time. My take on this is that the company cannot afford a quarter of marginal yields. Thus, the shrink is a conservative one if you consider that Toshiba is talking about 0.13 micron line widths. Once again this echos Eli's conservatism and patience. Don't look for him overextending for that brass ring. Slow and steady wins the race.
