I'm sure that could be arranged. I am sure that there are a few thousand loving familes lined-up.

You stress that a child cannot choose, that this would be such a terrible precedent, and that the parents are responsible and should choose.

But his mother - his legally-apointed guardian - already chose.

Yes, the law says you have the right to choose at 18. But there is law, and there is morality. This is one area where the law and morality collide. If the child has the ability to understand, it is my opinion that, in this case, the child should be allowed to choose.

This kid has been through a lot. He has been dragged hither and yon with no choice of his own. Now, let him decide his own fate, if he is able.
