Does Bend Cable place restrictions on streaming content? I think that by necessaity, they would. But where do they start? At what transfer rate? Some questions for your cable operator to answer.

Ray-- The tests from DSLReports do not depend on whether
you have DSL or cable or wireless or.... It is a documented two-way throughput test. If you resister with them (it is free and free of spam as well), there are a
whole bunch of resources available to you. There are many
comparisons of xDSL and cable.
