I agree with both points.

But I still want to know what the trade offs in Bush's plan are. Taking a risk is fine as long as the risk is known.

Joe, RE: Social Security is perceived as a retirement system, meaning, you get out of it some amount that is in some proportion to what you put in. Changing social security from this to a pure safety net (like welfare) will effectively kill it, because the majority of working (and voting) people would see it as a bad deal, and would vote to kill it.

Oh, I dunno, I think that older folks for the most part do indeed see it as a retirement system, but I think younger folks perceive it (correctly, imo) as a tax that is indeed a safety net and nothing more.
