IDO, DDI Cellular Group to Start IMT-2000 Service in Sept. 2002

May 15, 2000 (TOKYO) -- IDO Corp. and eight DDI Cellular Group companies filed
an application May 12 to change their businesses as well as the licenses for
operating their wireless stations, to prepare for providing the next-generation
IMT-2000 cellular phone service.

They seek to start the services around September 2002. Initially, they intended to
provide the services in the areas covered by IDO and Kansai Cellular Telephone
Co. Starting around March 2004, the group plans to expand the service areas to
other regions, with an aim that the service areas will cover more than 90 percent of
Japan's population by the end of fiscal 2005.

They will adopt the cdma2000 (the multicarrier-code division multiple access
system, or MC-CDMA), a wireless mobile communications system for the
next-generation IMT-2000, promoted by a group of U.S companies led by
Qualcomm Inc. of San Diego. They plan to use the 2GHz frequency.

Previously, it was believed that the DDI Group would adopt cdma2000. However,
earlier this year, the group appeared to have changed its policy and was poised to
adopt W-CDMA (the direct spread-code division multiple access system, or
DS-CDMA) promoted by Japanese and European firms.

Recently, speculation emerged that the group would switch back to the MC-CDMA
system, because IDO and KDD Corp., which will merge with DDI in October 2000,
are promoting the system.
